Short answer: Not for signing up. Personal Google Voice, free or paid, is only available in the US, and new numbers need ID verification. If you already have a number, you can use it abroad over Wi-Fi, but calls you make from abroad are charged international rates. If you live outside the US, TINE gives you a US number from any country for $5 a month, in your browser, with no ID.
What Happens When You Try to Sign Up from Outside the US
Google is clear about who can get a personal Google Voice number. Its page on Google Voice subscription types says the personal versions don't need a Workspace subscription and "are only available in the US". That covers all three:
- Voice Basic, the free plan.
- Voice Starter, $10 a month, and Voice Standard, $20 a month. These are the paid personal plans Google added in 2026, and Google says they're for individual users in the US, with US numbers only.
Even inside the US, getting a new number now takes more than a Gmail account:
- Another phone number. The free plan asks you to verify your account with a phone number you already have, and you can't use one that's already linked to another Google Voice account.
- Identity verification. Google says users who request a new Google Voice number can't send or receive calls or texts until they complete identity verification, and asks you to have a government-issued ID ready and enter your address.
So if you're in India, Pakistan, Nigeria, the Philippines, the UK or anywhere else outside the US, the "Google Voice isn't available in your country" message isn't a glitch you can fix in settings. Google's own help for business accounts describes it as a user being in a country or region where Voice isn't supported yet.
Does Google Voice Work Internationally If You Already Have a Number?
Yes, with limits. If you set up Google Voice while living in the US and then travel or move abroad:
- Calls cost more. Google says that if you have a US number and make a call while you're in another country, you're charged international rates.
- Use Wi-Fi, not your mobile network. Calls placed through your phone company can add roaming fees. To call over Wi-Fi, start the call from the Voice app.
- Some places can't call out at all. Google lists countries where calling from Voice isn't available. In India, you can call other countries but not numbers within India.
- Keep using it, or lose it. Google reclaims numbers with no activity. Making a call, sending a text or listening to voicemail counts. After the reclaim date you have 45 days to get the number back.
What About Google Voice for Google Workspace?
Google Voice for Google Workspace is a separate, business version. It costs $10, $20 or $30 per user a month on top of a Workspace plan, and it's only offered in 14 countries: the US, Canada, the UK and 11 countries in Europe.
- India, Pakistan and Nigeria aren't on the list. The Philippines is only listed for connecting your own phone carrier, not for Google's calling plans.
- US numbers from another country need the top tier. Getting numbers outside your home country is only included in Voice Premier, $30 per user a month.
For one person who just needs a US number, it's an expensive route, and in most of South Asia and Africa it isn't available at all.
Can a VPN Get Around It?
Google doesn't publish a rule about VPNs. But a VPN doesn't change the other requirements: you'd still need a phone number to verify with, a government ID for a new number, and regular activity to keep it. A number set up by hiding where you live is one you can lose without warning, along with every account you've verified with it. We don't recommend it.
Should You Buy a Google Voice Number from a Seller?
Searches like "buy Google Voice in Nigeria" and "Google Voice price in Pakistan" lead to sellers offering ready-made Google Voice numbers and accounts. Think about what you're getting:
- You don't control the account. The number lives inside a Google account someone else created. They may still have the password or recovery details, and can take it back.
- It can be reclaimed. If the account goes quiet, or Google flags it, the number goes with it.
- It isn't really yours. If you put it on your Upwork profile, your bank or your clients' contact lists, losing it costs far more than you paid.

Why TINE works for people Google Voice turns away
- Sign up from anywhere with your email and your own mobile number. No US number, no US address and no ID documents.
- Use it in any browser, on your laptop or your phone. There's no app store to block your region.
- Your number stays yours for as long as your plan is active, however often you use it.
What it doesn't do:
- It isn't free. A US number costs $5 a month or $49.99 a year, with pay-as-you-go calls and texts.
- It only reaches the US and Canada. You can't call or text numbers in your home country with it.
- Some services refuse all virtual numbers, Google Voice numbers included. WhatsApp wouldn't register a TINE number in our test, and many banks want a carrier mobile number. If a sign-up code matters, test that service first.

Frequently Asked Questions
Is Google Voice available in India?
No. Personal Google Voice is only available in the US, and Google Voice for Workspace isn't offered in India. Even existing users can't call numbers within India from Google Voice.
Can I use Google Voice in Pakistan or Nigeria?
You can't sign up there. Personal Google Voice is US-only, and neither country is on the Workspace list. If you already have a Google Voice number, you can use it over Wi-Fi, but calls are charged at international rates and the number must stay active.
Does Google Voice need ID now?
Yes, for new numbers. Google says users who request a new Google Voice number can't call or text until they verify their identity, and asks for a government-issued ID and an address.
Is there a Google Voice alternative with no ID?
Yes. TINE doesn't ask for ID documents. You sign up with your email and your own mobile number, from any country, and pick a US, Canadian or UK number.
Will Google take back my number if I move abroad?
Google reclaims numbers that have no activity, not because of where you are. Making calls, sending texts or listening to voicemail keeps the number. If it's reclaimed, you have 45 days to get it back.
Can I move my Google Voice number to TINE?
Moving (porting) an existing number into TINE isn't available. You pick a new TINE number and can keep your Google Voice number running while you tell people about the change.
The Bottom Line
Google Voice is built for people in the US. Outside it, you can't sign up, a VPN doesn't fix it, and a bought account can be taken back at any time. TINE gives you a US number from any country for $5 a month, in your browser, with no ID.
